Is it legal for someone who works via a contract?

Is it legal for someone who works via a contract to actually work without receiving a copy of their contract. Example: A Music Director in a Church works via a contract, and one and a half years have past and the Church still has yet to provide the Director with a copy of the signed contract.
The contract is a Written Contract.

What legal obligations are involved in a loan with a signed contract?

I’ve signed the contract. The bank told me my monthly payments. The lender/underwriters have backed out b/c the appraisal was high! What legal obligations are involved since I’m right on my end and the contract was signed saying that the bank is going to get the loan. I’m in limbo now with nothing to making payments to except outrageous payments of interest on a construction loan? Isn’t there something that can be done to push things along?

Is there a Florida Statute stating they only record and/or image english legal documents?

The local Public Defenders office here in Florida has application for criminal indigent status to see if defendants qualify for a Public Defender and the applications are in both english and spanish…but they insist that the spanish form is to be used for translation purposes only and that the english version MUST be filled out because there’s a Florida Statute stating that when the application for indigent status is recorded (for public record) it MUST be in english. Do you know if this is true and what the Florida Statute number is?

What legal term is the equivalent to “Breach Of Contract” when a government agency defaults on its obligations?

Examples would be:

A school that refuses to educate a child or puts conditions that the child or the child’s parents cannot possibly or reasonably meet as a condition of educating the student.

Another example would be if a state vocational rehabilitation office refuses to provide job training funding unless the client fulfills requirements that the client cannot possibly meet or reasonably meet as a condition of funding.

If a private company breached its obligations to its clients or customers, the name of the court action would be "Breach of Contract". What is the name of the legal term used to take action against a government agency for breaching or failing to perform its duties and obligations to the public?
I meant no education at all and not mearly an unsatisfactory one due to conditions beyond the control of the parents. Education is a specific obligation the government has towards children in every jurisdiction in the United States.

I was asking what is the term when mandatory obligations such as education are not met.
